Agentic forms updates

In prod
  • Only low-confidence fields ask for review — no more flag-everything
  • Pre-filled forms supported end to end — values shipped with the form survive filling (key for Woodstock)
  • PDF-embedded validation handled — no more "Invalid value" rejections from the form’s own field rules
  • Form selection is now a quick search palette; create menu redesigned; "precedent" reads "template"
  • Firm forms admin: assign a firm's forms without touching the database (dev)

Annotation QA on the two priority forms runs with the legal team.
